Political views aside, a total ban on wild cat ownership has one very significant downside.

Zoo breeding programs generate surplus animals, and when they can't find places for all of them, they cull the surplus. This is not a what-if scenario, it is already happening.

As long as some form of private ownership exists then zoos have the option to transfer some of these cats to qualified private facilities. Without that option, zoos will end up culling even more of their surplus cats.

Placing surplus cats with private owners probably doesn't have any benefit to conservation, but it is still the right thing to do for the cats.
