Legal protection is certainly important and often key to conservation, but it won't save any cats without habitat conservation as well. Shrinking habitat and illicit hunting are both serious threats to wild cats.

Captive breeding is the last resort of conservation. That doesn't mean it's wrong - sometimes it's absolutely necessary. However it would be seriously detrimental to divert funds from preservation as long as the wild population is still viable.
